On a serious note its hard to say. My gut feeling says Red Skull can take this.

Are we talking goons here? If so, it may come down to The Hand and Ra's's ninjas imo. Just due to sheer numbers. Theyd also most likely have more skill than any of the other bosses goons.

If just those on the list, then The Hand wins pretty easily.
