They're a Wildstorm team. Owned by DC, but in a separate universe, along with the Authority, Majestic, etc.
Sorta B-list, behind The Authority and Stormwatch, but WS has recently tried to get them onto equal footing with those two. The occasional membership of Majestic helps immensely, since none of the others are terribly well-known.
While this thread isn't immensely useful, maybe it'll raise awareness about them. I personally know a lot about Stormwatch and Authority, but only recently started collecting the WC book. So it'll be nice to hopefully get others who are into them.
