And the ocean scenario is mostly, if not entirely about external forces acting on Wondy's body. Her durability would more than suffice.
Her external durability has nothing to do with Storm forcfully expanding the air in her lungs until they pop from the INSIDE.

He external body would do well to curtail anything from shaking her up, but it does NOTHING against one who can control those very same organs from the INSIDE.
She has also been electrocuted. It stands to reason that physical durability means squat since to be electrocuted involves the body's natural conductivity. WW's body is probably 70% salt water like most humans, therfore she can be electrocuted. It would be the same if you were to make a casual connection and say that just because her body can resist internal damage from external trauma disallows her to be electricuted because "obviously" her body is so strong.
You can't make casual connections with stuff that's loosly related or completely unrelated.
As it stands, Storm could make her lungs explode from the inside; It doesn't matter what "tier" she's in.
