Neji won't do it if Lee isn't attacking so he's not going to be able to wait. And Lee's not fast enough to hit Neji before it starts. It doesn't have to be fully out to stop something. Neji's the better h2h fighter, more speed doesn't always mean a win, and Neji will know what Lee's going to do anyway with his insight and Lee's fighting being predictable.

lee's fighting was only seen predictable to kimmimaro and he is a master when it comes to taijutsu he is in a way diffrent league to both neji and lee.

Lee's also got to get past Kaiten which isn't going to be easy. And even if he does it's going to take a lot more hits to put Neji down while Neji only needs one good hit which he can get by stoppind Lee with Kaiten and hitting him while he's down.

if weights of lee cant beat neji im sure the hidden lotus can beat him neji cant take the same amount of hits from it garra can and only reason garra can take so much hits is because of that sand armor

What are you talking about?
Lee's dependent on dealing blunt damage. Doing that to someone like Kimimaro is near impossible. If Neji gets to strike Kimimaro in the head once, it should be over.

not really because if kidomaru's shell can stop neji's jyukken im pretty sure kimmimaro's extra hard bone layer would stop him.

Gaara's a wimp when it comes to taking hits. Neji never developed Kaiten until the Chunnin exams. That means even without it he's been beating Lee without gates and he's actually been hit since it's not an auto-shield. Neji also can take a stab to the shoulder without screaming like a baby. And his wound was much worse. Gaara had never been hurt really before Lee. So saying Neji and Gaara can take the same amount of hits is a bit off when one can take more pain than the other.

i dont think garra was screaming from the pain it was more of the cream that he has seen his own blood

Rock Lee w/o weights is not faster than Neji is. If Rock Lee could beat Neji w/o weights than he wouldn't have had to train with the gates. He stated himself that the gates was a move he learned specifically so that he could defeat Neji.
That being said, Rock Lee's only chance, by his own admission, is to use the gates. Neji simply kills him before he can activate them.

None of which would really matter if Lee could tag him before he could any of these abilities. The fact that Neji can use these abilities before Rock Lee can hit him means that his attack speed, at the least, is inferior to Neji's.
