Superman has considerable durability but when we look at the norm the Surfer is practically never cut. You just want to cite a high feat while distancing yourself from all the times he's been cut right open. Dd's bones, punches, WW's tiara, Zod broke his jaw, etc.
Surfer is more durable than Superman. I already listed enough examples you just want to say he survived this axe. Whoppty doo. That's one high feat which doesn't erase the other times he's been clashed wide open. Surfer is more durable.

It was a sucker shot to the back of head to an exhausted bill. Thor is certainly more durable than bill. Its not surfer/bill/thor comparison.
Superman is more durable than surfer all around. He was weakened in DOS due to depleted solar reserves, magical tiara and a sucker shot from an equal. Surfer was gushing blood from valkyrie's knife when he has no specific weakness to magic and a clay duplicate broke his glaze completely while oneshotting him.

A one shot means the fight ended with one attack. That clearly didn't happen here.

That fight was interrupted and bill beat down thor's ass. He oneshotted surfer who was all pissed and blah, blah, blah while going all out. Yeah, it happened the same. Warlock appeared and saved a koed surfer's ass.
