both the proposer for the idea behind haarp and a team of physicist were worried about the very real possibility of haarp being used as as atmospheric/earthquake weapon.

the russian government was highly critical calling it a step up from missile defence and conventional weapons of the caliber as between steel swords and firearms.

{before you brush this 100 billion watt machine off, remember, that on record it can and has produced massive araural affects seen in the upper atmosphere in entire parts of the hemisphere artificially - just to allude to its capabilities. add to that, the fact that the funding comes entirely from the american military and navy and you have yourself a very credible conspiracy theory}

directional control?...it goes by the natural electromagnetic waves produced by the earth anyway..and they're effectively fixed

cant find a single scientific paper by Bernard Eastland anywhere and i've seen many news corporation runs programmes about conspiracy theories from 9-11 to the kennedy assassination to the moon landings...doesn't give them any creedence...just gets the news programmes ratings

A serious review of HAARP is presented. On the surface, HAARP appears to be a nice military “scientific endeavor aimed at studying the properties and behavior of the ionosphere”. Upon further investigation, HAARP appears to be filled with secrecy and fraught with possible severe dangers. Attempts to reopen an official assessment of this program and its old out-dated unclassified Environmental Impact Statement have thus far failed. HAARP appears to be in use by ARCO to sell natural gas to the military that would otherwise be trapped in Alaska. The HAARP patents imply that billions of watts could easily be used to power HAARP, with no or few equipment upgrades. The patents are now owned by a major military contractor. Many of the possible applications, as stated in the actual patents supporting HAARP, would be classified. An independent review committee needs to be formed to access the possible dangers of the various real and possibly classified HAARP projects. This Committee needs to be independent from US Federal politics, Alaska state politics, the US military, and ARCO oil interests, and would probably need to report to both the Congress and the Senate

still haven't answered my statement that the same atmospheric phenomena has been seen prior to earthquakes before HAARP was built

still haven't provided proof that HAARP was used prior to the earthquake

still haven't proved a link between HAARP and the earthquake

still haven't proven that even if there was a link, some evidence that it wasn't the chinese version of HAARP that done it
