The ghost rider has all his powers including his mighty penance stare.

Divine spawn has all of his fully charged powers.

Divine Spawn = God Spawn.

Basically, Spawn was given incredible powers from the garden of Eden and during the armageddon, Spawn trapped Satan and God inside of another dimension and pretty much wiped the earth/slate clean of all life and gave earth a new beginning with all traces of evil removed. [or so he thought]
