I think Judomaster is one of the most interesting characters in the JSA right now. Especially among the newer members. Her special power is described as such:

Sonia's metahuman talent allows her to project an "aversion field" which prevents her from being hit by attacks specifically aimed at her, though not ones with wide-effects like explosions.

Can the duo defeat Judomaster HTH ONLY?

H2H only against something they cannot touch ?

An attack that's aimed at her, sure. But you have two incredibly smart fighters who has a chance at tagging her.

This is only h2h. It has been proven that she can't be touched that way. Thus, they cannot touch her. So, they cannot beat her. It's pretty simple.
