Dragon Ball characters aren't that strong at all. It was explained that any sacrifice in speed for strength resulted in a decrease in performance. Goku's maximum muscle mass was attained in the room of time and spirit when he reached USSJ2, he was likely stronger then than when he reached SSJ3.
Which makes sense as striking force relies on momentum, which relies on speed. A man who can bench 800 pounds (360 kg) would likely not strike as hard as a 5 dan black-belt.
