Israel. Their policy regarding Palestine fosters hatred of the united states (who are seen as either the puppeteer or puppet of Israel). America's commitment to defend Israel has brought them into Lebanon twice, the first time being responsible for Bin Laden's original hatred of America.
Israel has run many practice drills and has called for attacks on Iran, which America forbids. imho, Israel's determination to strike at Iran is the most dangerous geo-political situation in the world.

well, technically, Americans are at the most threat from Americans in terms of terrorism (if you go by numbers of incidents and not number of deaths). However, the american government does not support these groups, so it probably isn't prudent to say that the country of America is the biggest threat.
Saudi Arabia is probably the most dangerous, though they have an intelligence service that at least in part targets extremist groups. Nations like Syria are likely more involved in what would be deemed by Western media sources as terrorism, but it is generally local. International terrorism doesn't really have nation-state support, with notable exception of Afghanistan, and Sudan in the... oh, maybe it was the 90s... and even then, it is more support by not killing them and destroying the camps.

potentially, but I would be skeptical. I would believe there are unaffiliated groups of people working on attacks, but that they are being commanded by international groups, I do not know. It is possible.
Now, if you remove the Muslim part of the question, I would say absolutely, without any question. Domestic terrorist organizations, such as the Army of God, are constantly engaged in planning attacks, and survivalist groups, such as the ones that spawned Tim McVeigh, likely have some real nutters.

dangerous to who? They pose no threat to me personally, so 0/10 on that one. They pose a threat only to Americans living in the immediate region around their country, so 0/10 for mainland America, probably something like 6-7/10 for Americans currently serving in Iraq and maybe 3/10 for American civilians living in South Asia. As the Iranian government knows Israel would decimate it militarily, I'd say they might pose a 2-3/10 threat against them, simply given there is a theological side to the issue.
Regionally, I'd say 7/10, as they are somewhat of a destabilizing force at the moment. Saudi Arabia probably has the most to fear from them, for the most fundamental of political reasons.
Strangely, America has decided to trade enriched uranium to the saudis in exchange for oil. Saudi Arabia, I would say poses at least a raise of +2 to each of those threat values.

yes, the demonization of Arab ethnicity and of Islam in the media is a scare tactic. Al Qaeda is putting more resources into attacking Europe from north Africa than America.
