the problem is that most people who go out and get drunk at the weekend still manage to walk home, not vomit, not pick fights, not end up in jail and not steal building site lights, road cones and signs etc yet are still demonized by the press as being anti-social louts...when infact it's a tiny minority that end up doing those things
particularly in relation to fights in nightclubs. perhaps nightclubs shouldn't be allowed to pack people in way beyond what is considered busy because what causes most fights is usually queuing at the bar for 30 minutes to get a drink
then again...maybe, if the government is trying to curb drinking then they encourage over filling nightclubs because it takes longer for someone to get served and thus, in theory, would drink less
unless, of course, they're ordering several drinks at a time, which is usually the case

I don´t think banning happy hour will change anything, people will just buy another crate of cheap beer or bottle of vodka from the supermarket before they hit the pubs & clubs.
Drunken loutish behavior will continue, which is really what the government want, the more people who are drunk the less who can scrutinies their corrupt activities and useless policies.
