Honestly this was done for Wolvie's benefit. With the healing Factor Logan wins. Without the healing factor he loses, and if Spawn has all his powers then Spawn owns him easy.

Wolverine still can be KOed, and wasn't his healing factor even lowered recently? If Spawn can tie up his hands and then smother him with his cape he could win. Or depending on whether his chains can be broken (I don't think they have been broken, but I haven't read through all of his issues)

And, if you don't train something, like shooting for example, you'll get worse. It's just that simple. Why would Wolverine even bother to practice if he couldn't gain any benefits.

You get worse at things after not doing them for awhile because your reflexes slow and your muscles weaken if you don't use them. If you body never weakens and stays in peak physical condition than any change in skill would be negligible, if it existed at all.
