Rulk isn't owning terrax in a forum fight,zoom can jump and ba has to get close to attack people so thats not going to be a problem.

Between 'thunder-snaps' and 'zoom-blasts,' I would certainly think so. There's also the option of Zoom hitting BA a few thousand times, before he ever took flight..

Could Zoom really nail BA before BA took off though? I thought Zoom had human level speed and just dilated time to give the appearance of super speed(or something to that effect)? Wouldn't that mean that BA's super speed should allow his mind to activate his flight "trigger" before Zoom's mind can activate his time dilation?

It seems like you're of the mind that Zoom has to, in some way, 'activate' his speed. He doesn't. Zoom always exists at that 'level' [ie. ahead of time].
