And yes, Bondara did realize that.

Shimrra is a beast. Skywalker was unable to outduel him, was mortally wounded by a poisonous strike and severe chest injury from Shimrra's amphistaff. While it is true that Darth Maul is, by far and away, the more accomplished physical and martial specimen than any Luke Skywalker, it is also true that he is nowhere near as powerful. Maul could win, I guess, but it certainly won't be by using the patented "run up and slash" strategem.
