Which herald-level or lower character has the most powerful offense?

Thor Godblast is one attack that must be recharged.

Hulk fists are Weapon of Mass Destruction by itselves, and the power of them grown a long as the fight goes.

Most Powerful One-Shot tactic(Ultimate attack)= Thor(Godblast)
Most Powerful Offense in a brief "Scuffle Exchange"= Superman(Speedblitz)
Most Powerful overall Offense= Surfer(Speed+Strength+Blasts+Exotic Tactics)

How much of the power cosmic is Surfer allowed to channel?

He could possibly create a force stronger than the godblast if he killed himself, couldn't he?
