Palpatine gained Emergency powers in Episode II.
Palpatine started the Empire in Episode III and pwned the Jedi causing them to almost be extinct and they ALL went into hiding or were killed off.

Yeah, but the Sith still won in the PT. The Empire seemed to have more control of the galaxy by the end of ROTS than the Rebels had control at the end of ROTJ.
Of course lets not forget about the odd scenes Lucas added to ROTJ, I refuse to believe the Rebels took over the capital so fast with all of the Imperials.
I guess those few scenes are meant to replace the thoughts of a Sequel Trilogy.
Even if we disclude EU, the Rebels were never stated to have canonically taken out all of the Empire's fleet.
With EU... well, it took a very, very long time for the Rebellion to even push the Empire out of Couracant and into the outer rim, and actually they never succeeded in beating the remnant. They just eventually had a truce.
But that's EU.
