If you're referring to strictly performances, then Skywalker circa the Unifying Force was more powerful: he cut through a tremendous swath of Yuuzhan Vong with unimaginable skill and power before engaging Supreme Overlord Shimrra and his bodyguards. That said, such power was the product of the Jedi mind meld that he was involved in with between Jaina and Jacen Solo. I'd imagine, logically, that Luke in Legacy of the Force has improved with time.
