Dr. Manhattan actually WAS based on Captain Atom, alot of characters in Watchmen are based on pre-existing characters.

Although Dr. Manhattan has alot of implied power, he does not regularly display it(which was a good thing for the story IMO), so Monarch takes the win due to Dr. Manhattan's lack of feats.
