Psycho-man vs Gotham

Psycho-man arrives to Gotham, can they stop him from ruling the city (Gotham based villains and heroes only).

I think Psyhco-Man would win. His device work on Silver Surfer.

If he can effect SS I doubt they could much. He could turn the entire population into an angry mob.
