Bart did contain the majority of the Speed Force because Prime escaped from the alternate dimension prison.Wally was about to run and go warn New Earth that Prime escaped, but Bart said that he has to stay because he had a family now.
Unlike Wally, Bart wasn't fast enough, not nearly from what I remember, so they gave Bart, Barry Allen's original Flash suit (To help contain the Speed Force) and they gave him their connection etc. (I don't remember the specifics).
When Wally returned to Earth, during lighting saga, Bart lost all of the power he had, because Wally returned, and added all of the power Bart had, to his own from what I understand (1). Hence why, he couldn't use the Speed Force, to heal himself from the fatal wounds he received.
I don't know where you're getting the fact that Bart is faster or more powerful than Wally. It's completely unfounded in my opinion.
He received the power boost, but still couldn't accomplish what Wally could have done from what I understand, and when Wally came back, he took everything Bart had. He mainlines the entire Speed Force.

Yea he had Barry's suit, because the ENTIRE speedforce was inside of him, no other Flash has done that.
Bart didn't lose his powers because Wally returned to Earth, he lost his powers because Inertia's device disconnected Bart from the speedforce. Bart was already dead when Wally returned.
I'm getting the fact that Bart was faster because he had the entire speedforce inside of him and Wally himself said he was faster.
What has Wally done that Bart couldn't accomplish? Bart was able to keep up with Zoom. No, Wally didn't take everything Bart had, you just made that up, but I assume it's unintentional. Mainlining the speed force does not equal having the entire speed force inside of you.

Dude, that scan isn’t valid, is it? The one you posted, because it has some problems, there.
First of all, isn’t that scan during the time Bart was dreaming?
It is from Wally’s perspective from what I understand, but Wally, never appeared even once in that entire mini-series, and it was shown right before Bart went to bed, and ended right when Bart woke up.
It’s also obvious hyper bole on Bart’s part, as he couldn’t have possibly been faster, than all of them put together as Kid Flash.

So, it being said that Bart is the only one who could come back is also another sign of hyper bole in my opinion. It was his dream after all, from what I gathered so whatever.
Dude, Inertia built the device to take away Bart’s powers, he knows what it did. He is referring to after, the device was tampered with and its effect was displaced, why Bart couldn’t access the Speed Force.
After the initial blast, Bart should have been able to access it in some way, but it couldn’t because, the entire Speed Force, and its connection went to Wally, from what I understand and from what Inertia said. The Speed Force pulled him into New Earth, and he gained everything Bart had, and added it to his own. I didn’t intentionally make up anything.
That is what Inertia is referring to.
Bart keeping up with Zoom isn’t impressive at all. Jay Garrick was able to keep up with him as well….
After his first few appearances with Wally, etc. he seriously has been under written.

Wally has been called the Fastest Man Who Ever Lived many a time, by Speed Force experts like Max Mercury, and Jay Garrick for a reason (Even after Walter West came and went from their lives).
The dude appeared for a hand full of issues, did some decent feats, then left.
Wally West has done everything he did and much more.
