1. Leia could potentially be very good. In later novels she's a decent duellist. Had she focused more on Jedi training she probably could have been better.
2. Jedi don't wear a uniform. Most of them wear the robes as it's traditional, but they're allowed to dress differently if they wish.
3. Yes. She wasn't always a librarian you know.
