The JLA in the SW Galaxy

Palpatine has learned how to transfer his spirit to other bodies after death. He is at the height of his power and has been secretly studying extra galactic civilizations. At some point, the JLA accidently cross a barrier but Palpatine is ready for them, because he has "forseen" that they will fail. Luke isn't even a teenager yet, and the Rebel Alliance hasn't made any signifigant ground. Can the Empire defeat them after these amounts of prep time?
