Absolutely. He had Connor directly in his sights and yet she lived. He took so long fu**ing about that Reese was able to shoot first.
Had Terminator pulled the trigger instead of standing there like a ponce shining away with his laser, it'd be "job done. Lets go home".
So even at point blank range with a laser sight drawing a direct bead slap in the middle of Connor's forehead, he was full of fail. 😛
