If someone asks me how many birds are on a fence, and I say that there are 5 when there are actually 3, that is not a verbal mistake. It means that I either can't count or can't see, not that I made a "verbal gaffe".

however, one can misuse exaggeration for rhetorical effect, which would be at least closer to a "verbal gaffe"

par the example, were there more birds on the fence than someone had ever seen, they might exclaim that there were "millions" or "tons", neither likely being correct, though the intent of the phrase is not to carry exact data but rather the concept of a surprisingly large amount.

Lemon Socialism-a system of subsidization in a capitalist state becoming either communist or kleptocratic wherein the government subsidizes failing industries to keep them afloat even if they have no merit. In the communist model, other industries cannot compete due to the sheer amount of subsidized industries that are eventually nationalized and are in turn nationalized until there is no free enterprise at all. In the more likely kleptocratic example, corporate profits are privatized, losses are socialized, and industry bleeds the country's coffers dry becoming more and more apathetic to rule of law and leave once the money runs out, or wait until social order breaks down and assume a ruling stance most similar to fascism, or corporatocracy.
