Who can defeat the Imperial Guard?

No one above herald level.

Is there any character capable of soloing the whole guard?

Any heralds, just not above high herald.

easy, lilandra (or any majestrix/majestor) could. all they have to do is order gladiator to take down the guard then have him submit to them, lilandra could do it with a single sentence. 😛
