I would like Part 5 more.

They're stupid super powers to begin with who would want to control cats and dogs.

Plus its not a comic book vs topic...

But anyway, I'd probably pick dogs cause they can actually attack and stuff.

Sure, you could control panthers and what not with cat control, but you'd have to go out into the jungle or wherever for it to be useful.
