He's an Avenger. He fights most of his battles on Earth. That makes him Earth-based. A non-Earth based hero would be...Silver Surfer. Or probably even current Kyle Rayner.

Ok fair enough. Most of Black Bolts comic fights have probably come on earth too, I was just wondering if we could include him also.

blackbolt and all the inhumans are from earth originally, so technically he's an earthling. but he doesn't fight for the human race as normal heroes do.

I'm leaving sorcerers out of this list. Sentry and Thor stand out to me followed by the Hulk. On the dc side I'd say Black Adam, Superman, and Firestorm.
