Both are totally different genres.

Not played Resistance, so can't say.

I own both.

IMO Resistance 2 is the better sequel.

I like them both. I think Resistance 2 took its franchise further than Gears 2 but i enjoyed Gears 2 more than Resistance 2. I'm not going to say one is better than the other though. They are both very well made games that offered a fun experience.
