no its not. even mcscruffie admitted that superman could go ftl.
Blue supes was>>current supes and everything about him proves that, even his fight with doomsday.
proof?
Now, as to my opinion on the match, team 1 wins.
Though Supes Blue was still vulnerable to magic, he had one of the most impressive showings against it. If Black Adam's magical amped punches would connect, they could or could not do some damage. Hal's experienced, and despite the showing Supes Blue had against Kyle, I'd still say that if he'd get the chance he'd do some damage. I'm not sure if Flash would be able to do something, though I wouldn't count him out.
Now, the main problem is speed. Both combatants on team 1, far outstrip Black Adam and Hal in terms of speed, so if it came to one on one, they'be be in trouble. Their chance is if Flash steals speed from Superman (current) and pases it on to his teammates (Black Adam in particular) and they then try to gang up on Supes Blue. If Blue engages Flash at the beginning of the match and doesn't give him time to do anything to current Supes, then the match dramatically shifts in team 1's favour. So if depends on the tactics emplyed, and who fights who. Still, Team 1 does get a healthy majority as in most cases things would run in their favour.

Blue also has control over kinetic energy which should effectively let him "steal" speed as well.
Not saying that Blue can boost others speed (as I've never seen him do that) but he should be able to stop Flash from doing it without much issue if need IMO.

Blue has never demonstrated the capability to steal/borrow speed on Flash's level, quite far from it actually. I don't think he'd be able to do anything if Flash decides to steal Superman (current)'s speed.

I'll post one in particular in the respect thread once I get the time, along with some other scans.

It depends on just how Flash does it. I'm under the impression that Flash steals the kinetic energy and transfers it. If that is the case then Blue can easily stop it.
However, if it's something that has to do with the speedforce itself..then yea..it's a different story.
