Rulk states he's punched out a Watcher before he has the Surfer's power. Then Galactus states he reabsorbed his herald's powers.
So you're going to need to prove that Blue Marvel has better control over his energy power than Surfer and bring more than your "doubt" as proof. As it stands, Rulk can and will simply drain or absorb Blue Marvel's power per on panel proof.

wasn't that an inexperienced surfer, or one from the past? So he wouldn't be as skilled as the current surfer, also isn't that scan PIS or CIS, since surfer could just reabsorb his power cosmic couldnt he?
