I honestly can't remember, but I don't think so. I believe it was just Juggs without his armor. Again, bad writing, but regardless, Prof. Hulk can still go toe to toe with the Juggernaut, even if he'd eventually lose, or possibly stalemate (I'd rather not get into this discussion here). This alone gives him the win over Captain Britain, who can only dream of going toe to toe with Juggy.

I have a foggy memory, but I believe I have a hulk comic, around the Prof. Hulk's Pantheon days, where he faces the Juggernaut. There first encounter is in a river and the hulk loses because he underestimates his opponent (Juggy isn't wearing his armor, so he doesn't recognize him) and knocks him unconscious by drowning him in the river. However, in the second round, a comic book or two later, the Prof. Hulk absolutely creams the Juggernaut (again, not in his armor). I don't necessarily agree with this, but I believe it did happened that way in the comic.
Moving on, Captain Britain gets absolutely destroyed by the Juggernaut in an Excalibur Issue.
Whether you agree or disagree with how the stories went, if Prof. Hulk is able to go toe to toe with the Juggernaut, even without his armor on, this puts him in a much higher class than Captain Britain.
So, long story short, Prof. Hulk wins.
Even if my memory on the Hulk/Juggy fight is wrong, I still think Prof. Hulk wins. (and my comics are stored away and pretty much untouchable right now, so I can't reference them, sorry)
The Professor Hulk never creamed the Juggernaut.
The Professor Hulk was under mind control, then he broke free, and punched a Juggernaut that wasn't paying attention to the Hulk. That punch knocked the helmet off and he hit him again and that knocked the the wind out of Cain. The Juggernaut was already on his knees getting back up unharmed whatsoever in the next panel but then there was a psychic back lash that hit Cain the hardest and that put Cain down.
Professor Hulk never took him on hand to hand in a straight up fight. The only time he did he got the crap beat out of him if I recall.

No P.Hulk can't go toe to toe with Cain. Savage couldn't hurt him so a weaker version can't really put him down either.

I think you guys are missing one huge factor in his fight with Cain. Cain is pretty much invulnerable and stuff. In a forum battle Brian can tag Cain all day but he won't hurt him. That is why he didn't look so good against Cain. Thor didn't look so good against him in their first fight and the 8th Day and only did good in their second fight due to his invulnerability being tied into his FF but that doesn't mean he'll lose to Hulk.

It was bad writing, but it was not depowered Juggernaut.
