The thing with Mordru is even when he faces someone more powerful once the battles in full swing he's using their own power against them as well as his own.
In a weakened state having JUST escaped from the ROE he casually defeats an amped Shazam on the ROE using the rocks own power against him. Shazam had sent days building his power to prepare fro DOV Spectre and Mordru who wasn't at full strength took him out in a few panels. When Mordru had finished with the Wizard he was back to his normal power level, and even at that level he could fight an Amped Spectre ( who had killed and absorbed the power of quite a few lords of Magic) for pages.
Mordru had also killed and absorbed a LOT of the Lords of Order and Chaos before killing Jared Stephens Fate. He's casually absorbed the power of fate and Nabu, the Starheart, and many more.
Set ( and I'm assuming we're talking Marvel Set not those of lesser known companies who would be stomped) might start out at a higher power level but it wont last long.
Christ 915 Set was taken down IIRC by Thor, Hulk, Wolverine, Dr Doom and a couple of Nobodies. Atum who has also beaten 616 a couple of times isn't above some of those that Mordru has defeated.
It will be a good fight but as I see it Mordru will prevail in the end

i assume you're referring to JSA #78 in which case mordru doesn't really defeat the wizard, he lets him purposely use his magic to be left weakened when spectre arrives (though clearly mordru could have finished him), but we also must not forgot that mordru did ambush him from behind before shazam even had the chance to use magic.
and Shazam didn't really accomplish much in DoV #6 against the spectre, he injured him greatly but in the end the spectre healed instantly and stomped shazam.
the set you are talking about is from what if v2 #25, and he wasn't defeated like that.

b) stalemating Classic Demogorge for MILLIONS of years before being forced to retreat
c) forcing Strange/Scarlet Witch/Spiderman/Thing to focus their wills through a Cosmic Cube while Strange used it's power, while invoking his artifacts, to cast a spell banishing Set from Earth. The spell succeeded but the Cosmic Cube was burnt out in the attempt
d) Imprisoning Gaea and holding her against her will (something Thor didn't even think was possible) while humiliating Strage/Quasar/Thing/Thor
e) fighting Atum while imprisoning Gaea, he lost but even then Set didn't die
