He hasnt actually switched back. In the Loebverse, Grandmaster (who according to Loebis equal to Galactus) has transported Hulk and picked the original defenders from different points in time as his team to fight against the collectors team of "Offenders" made up of Rulk,Mordu, Terrax and Tigershark

Think about it, even if Galactus didn't cooperate and went on about his business GM could still teleprt Surfer away from his duties when he was scouting for his master. Galactus could go get him back as often as was necessary but then he'd just be burning up his energy stores without ever refilling them because Surfer would be being kept away from his duties.

he even "forgot" that the grandmaster, (and all the other elders including frickin' ego) created a plan to kill galactus that even required the infinity gems.
