Even after Vulcan lost the other threes powers, he could still manipulate any energy in his vicinity, remember when the two dudes from the Imperial Guard were actually draining his energy. He stated that it didn't have to be in him for him to control it, then he made it...blow them up or eat away at their bodies or something. While New Son can basically charge anything he wants, Vulcan can stop him.
