I dont see the shield as a huge problem here. Cap throws the shield, ryu dodges and hadoukens cap in the head.

Cap is stronger, faster, and more durable than ryu

ryu is more skilled

cap has a shield

ryu has fireballs

its a close match

Actually Ryu is faster, stronger, and more durable. He's able to survive a battle with freakin Akuma. Akuma the same guy who destroyed an island with a punch.
