They didn't, but setting standards (for a car's paint in this case) that can't be achieved, or achieved while making it financially beneficial, is a way government agencies essentially ban items.

A perfect example is the incandescent bulb, there are stricter and stricter regulations on them, while the EPA isn't outright saying "you can't buy incandescents", those increasing standards will eventually ban them for all intents and purposes. As light bulb manufacturers will not be able to meet the future standards with incandescents while still making a profit on said bulb.

Am I alone in thinking it's highly ironic that the presidential motorcade looks like this

If they really wanted to stop Co2 they´d ban car racing, seeing as its pointless as they are going no where and in most case spend the time driving in circles. This is a total waste of resources and pollutes LOTS

There are black police cars? All the ones I've ever seen are white/gray with blue stripes n' shit.

Maybe California should ban black-people, using the same logic, black-people would heat up more/quicker and would thereby need to run their AC units longer to cool off while in their non-black cars, as compared to the average white-person.
