Having a debate, and someone thinks Cloud>Raziel. Both have all abilities. Who wins?

Frankly, Cloud's best bet is a speed blitz. Any other way, Raziel wins.

hows raziel going to get that high up? hows he going to damage a cloud? whats he going to do if the cloud gets angry and zaps him with a lightening bolt? all things to consider before answering.
