Like there never used to be flood or earthquake relief or support because the 'zen' idea was that "well, it was meant to happen this way"
It took a Japanese Christian called Toyohiko Kagawa to start the first disaster relief projects, he basically brought a Japanese sensibility to Christianity and brought social care and social activism to Japan in the early-to-mid 20th century
He was also the only notable Japanese figure to be explicitly anti-war throughout WWII and as such was for many years seen as a traitor, although after the war he helped to reform Japan again, and was placed in a number of important positions throughout his life. He was a great guy.
