It's a very thin line with situations like that. Civil unrest is its own thing separate to terrorism, but it can cross over depending on context. If BLM organised a protest with a specific intention to instigate a riot, then it does begin crossing over into terrorism. I would hesitate to label the grieving stepfather of Michael Brown a terrorist as he said what he did out of a sudden emotional outburst that he later apologised for and saw the wrong it had caused – very different from a political leader spinning ideology to incite their followers – but the outcome is more or less the same. So it makes it very murky waters indeed.
