An issue with India despite it's modernization which leads to these large scale acts of violence is that the caste system is still heavily in play in the background, especially in non urban areas. Sure we have a class system here in the West, but it's very tame compared in how India operates.
Hopefully in the next two-three generations it's all but gone, as cross caste marriages are becoming more and more common and women joining the workforce is breaking apart old traditions that keep the caste system afloat.
Another scary India thing: When my [now] sister-in-law traveled to India 20ish years ago, she was told to never take a train or bus ride unless she had several men accompanying her and even then to be cautious and this was told to her primarily by Indian men. Women, especially Caucasian foreigners are prime targets of gangs who surround and molest women to outright rape them while the bus/train is in transit.

For sure and I wasn't shitting on India either. 1.3 billion people, a melting pot of cultures and a history going back before Christ as you mentioned, there's going to be issues.
