It varies from place to place. Some Mexican restaurants have the flat base that you mention, others have a larger full bowl kinda like a bread bowl but made of deep-fried tortilla.

I got these awesome ice cream sandwiches. So you know normally an ice cream sandwich is 2 chocolate wafers and in between them is vanilla ice cream.
These sandwiches have the top wafer of the sandwich as chocolate and the bottom wafer vanilla flavored. Then the ice cream in between contains both chocolate and vanilla.
