He had Kamala(Sugar Bear Harris) do a program with Hogan as champ which meant the highest payout. Snuka was on top until he left for more money from the AWA. There's Koko B Ware, Hacksaw Butch Reed, and Bad News Allen, who made the most money in their careers working in the WWF.
There is more though I don't think it will matter here.

Black wrestlers were routinely overlooked and underpaid as it pertained to wrestling. You had the biggest Black performers receive their highest paydays from Vince.
If he were a racist why would he feel compelled to break tradition when other promoters still made money shortchanging Black wrestlers?
