Ok guys I need some serious help/advice

I’ve just seen a video, I’m shaking as I type this, of a kid being hurt by this stupid fat **** woman and then a guy comes over and punches this kid full force in the stomach. Assuming they are his parents, the note (in Russian) says something like he took change from them to buy sweets for the kids in the park and they decided to punish him in broad daylight. Someone is filming from a window overlooking it

I need to know how I report this
This child, if not dead already from these ****ing *****, needs to be saved
Can I send it somewhere online?
