Not sure about #1, but I'd be shocked if it wasn't in the top 10 for cities with this size and population. I specify that because I'm sure you could find some small town with 1,000 people with super corrupt government and they get away with it more cuz nobody gives a shit.

im glad you are getting on O.K. mate. I'm good off back to the hard one third world for another month tomorrow evening. I enjoy and get depressed by it, so many mossie bites and my typhoid jab wasn't up to it, I needed a booster once I cleared a dose. Little Western food and I'm not a lover of yam, or swallow... so that's grim.
