What is a back to work course?

It's for people who have been out of work for a very long time to refresh skills. resumes and such.

Of course it's completely useless if they person decides to remain unemployed and on welfare or doesn't show up in the first place. 50/50 for each here.

Not sure. Could be like here where people who are perfectly capable of working just opt to stay on welfare because it's free money and little to nothing is done about it.
