I guess it depends how you define "musician". For instance on wiki:
A musician (or instrumentalist) is a person who plays a musical instrument or is musically talented. Anyone who composes, conducts, or performs music may also be referred to as a musician. Did he compose or conduct? Nope, but he did perform.

He didn't produce music or play any music, and rapping is generally amelodic so it's highly debatable to say that he ever 'performed music'
Although rapping is rhythmic, and rhythm is important to music
But I really wouldn't consider him a musician. He didn't play or compose music, his producers did that for him
Rappers are more akin to poets than musicians, their art is merged with music and relates to it, but I wouldn't say they counted as 'actual' musicians. Which isn't to say they aren't talented or anything, and a lot of rappers actually can play instruments, but just being a rapper alone is closer to being a writer/performer than to a musician
Yeah hip-hop is the name of the genre, the songs are put together by producers (almost always musicians) and the vocals are performed by the rappers
If you have a collaboration between a poet and a guy with a piano, and the guy with the piano plays music whilst the poet reads rhythmic poetry, that does not make the poet instantly a musician. He is performing as part of a collaboration between words and music, not performing music.
