Biography: Years ago, Rose was a hard working, up-and-coming heroine. She would abide the law to the letter and fight by the vigilante book, harm only if absolutely necessary. While having huge potentials however, she was still a novice. She often made rookie mistakes, but rarely anything of significance, not something that would endanger civilians or a mission at hand. At least not until that very, very unfortunate day.She would come to battle a madman, a technological maniac with more bombs than a rifle had bullets. Rose would eventually defeat the man after elaborate strategies and some luck, only to find a bomb she had not yet disabled. With a touch of panic and a case of inexperience, Rose saw the timer of the bomb expire and she shielded herself rather than the bomb, protecting her rather than preventing the explosion from happening. Millions died.
Rose was cast out, both as a hero and a protector. All because of those millions she could have saved. She became antagonized, a target, blamed for the deaths of so many. In her darkest hours, not even those closest to her bared looking at her. In her darkest hour, she snapped. She vanished without a trace for over thirty years, making a promise to herself to return to civilization once more. The public made her an enemy, considered her an enemy, so that's what they would get. She would show the world that not even a metahuman can stop death and destruction, that against pure madness, there's no superpower. No amount of strength, no variety of powers, no elaborate strategy is adequate to assure the safety of the people, many or few.
Naming herself Malice with the sole intention to embrace her madness, Rose has practiced her telekinesis and brought it to whole new levels, all with the sole purpose of being able to defeat ANYONE that got in her way. ANYONE that could prove able to prevent her from accomplishing her task. Any metahuman.

I did it in bold to emphasise it, merely to show how strong her feelings are revolving that matter. Think it more as if the character used bold in place of than me.
Well, as you wanted a villain, I thought I'd give you something fresh. A villain with a single named power and an intent for nothing more than to show the world how frail it is, even with guardians. She will want to prove that people can die even when heroes and heroines are on the watch, just like how those many died on her watch.
She might even want to also simply take the metahumans away from the ungrateful humans. Perhaps something of a paradox, in which she also wants to show the world how much trouble it would be in without metahumans.
In other words: She's a headhunter
