Depends on what you mean. If you're just asking who CAN beat Surfer then the list is pretty long and includes everyone in the High Herald category, most of the Mid Herald category, and a couple in the Low Herald category. If your asking who WOULD beat Surfer(as in, for the majority), the list shortens significantly.

My bad. I had in mind SS #4, which I recalled being a great fight. Went back and read it so I could make a case here, and realized that Loki had augmented SS's power, so...
