Energy Manipulation
This is a really tough one, since Bill really only has one feat. But what a feat. For now I think he gets the edge.

Strength.
Naturally Bill has the advantage. But with the Hammer, his physical force is magnified to planet wrecking level. Not that Ion cant magnify his own strength, but clearly Bill has more then an edge.

Speed
This is actually even, some evidence points out that Kyle might actually have the edge.
I don’t think I feel the need of posting scans, but Kyle traveling speed is clearly labeled as trans luminal. While in other instances, he has bin needed to keep up with Flash. While in traveling speed Bill has kept up with Surfer and Stardust. His perception of speed is many times the speed of light.

Durability
Naturally Bill is the physical superior. However this is only if you do not take into account GL’s/Ion shields……er for the moment I think they are even.
Bill has survived, a shot from Galactus, Planetary Destruction, and being at the vary heart of a Sun Going Nova.
Kyle, Survived a Shot from Cosmic Extant, being inside the Sun with a Black Hole being created, and a planetary explosion.

Battle Initiative.
Bill has the clear advantage. He is basically breed to for the battlefield. Not only is he ruthless, he does fight in a vary smart manner. While Kyle personality is fairly passive, though rules imply he would act in a serious fashion.
Conclusion: I am still uncertain who would win.
