It clearly says Reaction and Movement are indeed different. iIn the second paragrap. And all im seeing is lightning coming from the guy's sword. So i reluctant to beleive its as fast as lightning.

But honestly, one instance of possible speed does not make one a speedster, you should post most speed feats, because that ones ambiguous at best.

Also, Batman dodges bullets all the time. Does this mean he can run and fight at bullet speed? No.
